The largest yakuza organization in Kansai, the Tenma-kai, has broken the agreement and begun advancing into Kanto. Enomoto (Yasukaze Motomiya), the assistant underboss of the Takeda Family in Kanto, is approached by the Tenma-kai with an offer to join them, but he refuses.
