After a nationwide yakuza conflict ends, Kyowakai enters a new phase under Wakagashira Himuro Renji (Yasukaze Motomiya), strengthening its territories across Japan. Assistant Wakagashira Tamura (Yoshiyuki Yamaguchi) moves the Kawatani-gumi headquarters to Osaka to secure western Japan.
